When my 6 y/o (the baby) lost her two older sisters 6 months apart, she grieved for 7 months, she was just not her lil clown self, I took her to her most fav. places to perk her up, nothing helped. She needed a BFF. so my search started for perfect pal for her. When I came home with with a puppy it was LOVE AT FIRST SIGHT, my 6 y/o became her comic lil self and she ADORED the new kid. If your baby is grieving it could take time, if I was in your shoes I would have taken her to the vet to make sure nothing else was going on, but that is just me. 6 months have now passed, she should be getting back to her ole little self, unless, you have had more fosters and she is missing them too.
