Timing varies among pups. Most are up by 12 weeks, some much later. Some go up and down. Some never stand.
Teething can sometimes affect them, cause them to go down. Some people give their dogs a little plain yogurt for the calcium to help.
Sometimes tape is used on the flap of the ear to help them stand. I'm not sure how effective that is.
