Usually on tiny dogs they draw blood from the jugular and it can cause pretty ugly bruising- my chihuahua is no stranger to this, his meds mean he gets blood drawn often.
However, if they had really restrained her hard enough to bruise that way and this isn't due to blood draw, they're absolutely wrong and you should never go back.
