Depends on the dog purse/carrier, but most have a tether to attach to the dog's harness, and some have mesh ventilation panels for when the purse is closed.
If you just want something to carry your dog and do not need to close the bag for concealment or travel requirements (on an airplane for instance), any purse your dog fits in is fine.
