Is a confusing decision for sure. We get it because Cali goes to all the dog show and agility classes. The place we do agility classes with had a big kennel cough outbreak- had to stop classes for a while- but Cali did not come down with it. I did hear that some folks had some significant vet bills from it. Don't know if their pups were, or were not, vaccinated.
I think the decision would have to do with exposure opportunities.
