We took in a 2 year old rescue last year that was just then neutered and he marked like crazy. He was potty trained but marking is different. I didn't give him any leeway. He was on my lap, attached to my waist with a leash and harness, or in his crate at all times until I thought he was trustworthy, and it took about three months.
Several months later we went to open our summer cabin and I realized he was only trained for OUR HOUSE, because he started marking again right away. We went right back to square one, with the leash and harness or in the crate. It didn't take nearly as long, but several weekends before I felt I could trust him there.
I didn't like belly bands for training, because even if he was wearing a belly band he still got the same satisfaction or whatever it is he was getting from marking. I still use them occasionally though if I have to take him anywhere he is not familiar with. Like Petco. He loves to wander around there, but he will always slip in a mark no matter how carefully I watch him. So I always keep a belly band and a few pads in my glove box just in case.
