All my 4 now passed yorkies girls were gotten at 8 weeks old, by time they were 5 months old they were 100% paper trained with NO ACCIDENTS, by 7 months old they were 100% house broken, meaning, they went outside to potty, they were then given free roam of the house.
When your pup pees off the pad, take the pad, adsorb the pee, place the pad back where it belongs, pick up the pup, place him on the pad and tell him PEE-PEE ON THE PAD.
If he poops off the pad, pick up the poop and place it on the pad, pick up the pup, place him on the pad and tell him POO POO ON THE PAD (or what ever words you use for pee and poop).
You must be CONSISTENT, and PATIENT, no screaming, telling, just use a firm voice.
This is what worked for me when paper training my puppies.
