I would continue never giving grains to this kiddo.

I'm actually in shock that your vet didn't just do a simple skin scraping - it takes 5 seconds - why was that not done? Go to another vet ASAP bc it really is totally ridiculous for a vet to say "oh yorkies are like this" -- well, they're not. The skin is an *organ* and when something is going wrong with it, it means one has to figure it out.

Get a skin scraping at another vet - or, do the best thing and get to a Vet Derm asap. This is likely allergies, and could be a pyoderma infection. Should also check thyroid and ANY other random symptoms.
