I don't know of any Yorkshire Terrier breeders who routinely participate in agility, obedience and rally. I do believe Cheryl Kroll, of Hihopes Yorkies in Ashford CT, had a conformation champion who went on to earn performance titles thanks to her daughter's interest in such. Since she spends a lot of time at shows, she may be able to recommend someone.
As for bringing in a sire to maintain health, I think you're referring to genetic diversity. My kennel is very diverse, most are working with closer breeding. There are reasons for doing it either way. To get a good picture of what a breeder is doing, ask for the pedigrees of any puppies you are considering. If you see the same name on both sides of the parentage, question it from more than one source.
