My Maltese rescue still tries to do this to Zoey. Boy, does she let him have it when he does. I got him when he was around two, newly neutered by the rescue group. He is now about 8 and he still tries to do the dirty to her. I think he was unneutered for so many years that the drive is still there. I just tell him to stop it when he gets going. I don't think there is anything you can do to stop this.
