Maybe work in some suggestions for containment like, "I know from my dog how hard it is to contain these little guys. I use a baby gate to block the door." Or if it is a fencing issue, suggest a fix that way.

I don't know if the neighbor was friendly or not but when I brought their pup home, I let them know she almost got hit by a car. I saw a bit of shocked expression so I hoped the lady was more careful from then on.
