When I brought Max home at 13 weeks, he was excellent with the piddle pads. This was with restricted freedom to only parts of the house, with the piddle pad close by. He did not have free run of a 2-story house.
If the person means the 10-week old puppy goes only outside, I would be highly skeptical. Nothing is impossible, but its highly doubtful.
Yorkies are notoriously difficult to potty train.
