Official drug side-effects arise from pharmaceutical studies—usually long-term investigations, normally conducted before the drug is approved for public release. Given the length of time that the adverse reaction has been noted (even by veterinarians), I wouldn't expect agitation-caused by panacur ever to be listed as an official "adverse reaction." The agitation is not long-lasting, it abates when panacur is withdrawn, and has not appeared to cause harm to the animal—therefore, it would not seem to meet the criteria for new studies to be conducted.
