The AKC is expressing concern because the law seems to be stated in a very broad way that could harm very hard working, dedicated and well maintained breeders (like the ones we all want to support)- the language the proposed laws are using for example, refer to a puppy mill as anyone who sells more than six puppies a year (which for some breeds could easily be one litter).
