I am not sure about what you mean about eye build up. If you mean she has a crusty build up, you can use cotton balls wet with warm water, soak the crust to soften it, then try to comb it out or pick it off. I myself would not attempt to do this now if you have had her only a day or 2, again she needs to trust you mean no harm to her. Most dogs if they have a crusty build up hate having that stuff removed, they will fidget and try to brake loose from getting their eyes cleaned. Once you get her eyes cleared of this goo you can clean they with cotton balls wet with warm water, this can come from teary eyes, allergies can also cause eyes to tear.
