He is a little cutie. I don't know as much as many others on here but I thought I would try to help as much as I can with some questions. I have learned that a Yorkie pup should stay with his Mom till at least 12 weeks so the reason he may be howling is he misses his mom and siblings. He is so very young and this is all so new to him. New house,new smells, new rules, new bed to sleep in without mom and siblings. It will take time for him to adjust to his new home with you and you just need to be patient and loving as I sure you must be with him.
As far as the potty in one area outside goes it might be good to take him out on a leash and go to the one area where you want him to go and tell him to potty here. If you did want to it might be a good idea to get a pen to put him in until he learns that this is where you want him to potty. I hope any of this helps you out and I hope there will be others who can give you much better advice than I am able to.
