Every dog is sooo different in terms of how and when they like to cuddle. I do LOVE the total cuddle-bugs, I really do. I would just keep trying, don't give up. Also, try doing massages in different parts of his body to see if he has a sweet spot that makes him melt a bit. Mine also *love* it if you play gently w/ their fur/hair....like by pulling gently on it btwn your fingers...they love that.
