Question 13 month old still having accidents

We take our Winston out at least 4 times a day and were hoping this would be more than enough by now since he is on the big side. Unfortunately he still has accidents in the house. Is this normal for a yorkie over a year old? Any advice? Specifically we are wondering if at this point we can somehow get on a schedule for food/water so that it is more predictable when he will need to go potty. Our shih tzu (who had to be put down when she was 15) was always free fed but also was very good about telling us when she needed to go outside. So far, Winston is not able to do this. If we do a schedule, how would you advise we go about doing it? Winston eats Royal Canin for Yorkies btw. I am hoping for specifics so that Winston will still be well fed, etc. but we can get on a better schedule for going outside and avoid accidents.
