Yes it is but I would reserve for a treat only unless you feed a pre made raw diet or home cook after speaking w a dog nutritionist. I would not give anything fatty like bacon, or having the skin or fat attached. Lean beef should be fine. Even poultry but I just think that's weird. I give cooked (boiled) chicken as a treat. And portions should be tiny. I only give about a tablespoon.
