Does your mom watch her often? Does she ever help pay for Chloe's vetting or grooming? I think she was totally out of line, and the fact that she knows you are upset and didn't apologize and even HAPPY about it seems like a big slap in the face to me.
I say if you are an adult, not living with mom, and mom doesn't help pay for anything she has absolutely no right and she should apologize. Not only does it sound like she didn't respect your wishes, she doesn't respect you by not apologizing.
