As you stated, I would wait at least 2 weeks of no cough before having the distemper vaccine administered. Will you be getting the live or dead virus? After that I'd wait a month to get rabies.

She may be unsure around other dogs initially, but grow to be more comfortable around them. Or she may not like other dogs at all, it just depends on her personality. I have 2 who are social butterflies, 1 who doesn't like anyone outside of my home, and another who ignores everyone other than me for the most part. All received the same amount of socialization and vaccinations around the same time age wise(were completed by 6/7 months).
