Our local Petsmart had a great basic beginners program. Didn't sell products real, but gave good advice on most issues. Like most places probably depends on the instructor. They finished the intermediate class with the CGC test. The distraction of the customers in the store was great and really taught the pups to focus.
Moved on from there for more advanced work, but was a great start! Again, depends on the instructor, of course.
