Welcome to Yorkie Talk and congratulations on the new addition!

You can have piddle pads and train to go primarily outdoors, but I would recommend not trying to have the piddle pads appear only when the weather is bad. The pads would always have to be available if you choose to use them, otherwise you risk confusing the dog.

One of my friends had a Yorkie who was outdoor trained and would use the piddle pads in the garage during bad weather. I would say this is unusual and challenge to be 100% successful. Probably worked because she was still going outside of the home, into the garage.

My boys are pad and outdoor trained. They always have the pad available but prefer to go outdoors, especially to poop. They do understand that the pad is only in their home, not other people's homes or public places.
