I would try the medications and crate rest first before agreeing to surgery, unless you have a definite diagnosis.

My in-laws' schnoodle got into a fight with their bulldog a few years ago when she was about 8 and her back legs stopped working all together as well. They had to carry her in and out of the house and they thought she was paralyzed. the vet put her on crate rest and muscle relaxers and now she is 11 years old and is walking around fine.

The end diagnosis was that she had pinched a nerve and then the way she twisted also caused inflammation, so her legs were paralyzed but within a week or so she was back to being able to walk.

Obviously if there is a different diagnosis/reason they are saying surgery this may not be the case but my mother-in-law's vet wanted to see if rest would help and in her case it thankfully did.
