A plus though, is if they put the 'rehoming fee" too low or free, unscrupulous people would "adopt" them and use them for bait dogs (or cats, there are lots of cats advertised as free). Awful I know but it's reality. A high-ish rehoming fee is what reputable rescues use to screen out "those" people. But there are lots of people who want to recoup their money so they say a high rehome fee.
