All of mine wear collars 24/7 including the one with a profoundly collapsed trachea (he's almost 15). We just don't walk him in his collar. I would just keep a collar on her and take her just for potty on a lead. For long walks etc or other times, use the harness. I like these cotton collars that are 1/2 inch thick from a seller on etsy called veryvintage. She has 3/8" too if you wanted something even thinner. They're cute!
