Under 5 months old is still very young. Puppies do test patience. I had to hand feed Max his entire first year. He chose to perform sits for each piece of kibble. I sped up the process of meals by playing "Kibble in the Kong." I put several pieces of kibble in Kong, sang a little song, and this got him excited to eat out of the toy Kong.
Regarding the peeing -- if not a UTI, maybe:
Sounds like Colby has devised his own little game when it comes to potty trips. Do you have a fenced yard for potty trips or does he have to put on his harness and walk on a leash? I ask because I wonder if he is just avoiding the process, or enjoys being chased to get him to go outside. Max likes to play hard to get when it is time to go out, although he is extra excited about going. He just wants everything on his terms, and loves to be chased.

Maintain a calm demeanor. Do not show frustration. Does Colby like to follow you? With Max, I simply announce that I am leaving or going outside, then I move in that direction, and then he is eager to put on his harness and get going.
