Reputable breeders don't sell there puppies to anyone else to find homes for them. That site appears to be a broker site and generally puppy mills and byb sell to brokers. Reputable breeders also won't use the word teacup. I personally would not buy from them. I got my yorkie from a broker who got there puppies from puppy mills and she has had many many issues.
