Maybe, i think their can be different situations that aren't causing mutant dogs. This lady is from Ukraine so it's the norm to let dogs go at this age, also I have seen her dogs, her house, how she interacts with the dogs, the puppies. So no red flags in that respect and the pups have been to the vet and 👍🏻from the vet, it's not illegal in the State of md to let puppies go at 7 weeks. So maybe not the worst case IMO.
