I can't imagine anyone traveling with dogs who would not check with the destination country first to see (1) if dogs are even allowed to travel there, and (2) what the regulations are. It's just common sense. I'm sure that Johnny Depp knew better, and just thought he could get away with it. It's not like he's never traveled anywhere else before.
