My rare experience with this (3 times) -- I call 911 and every time they have immediately dispatched an officer who broke the window or opened the car door and then waited for the owners to come to the car. Although the windows got broken I was not the one who actually did it. Cop out (pun intended) but it worked
. I was standing there with 2 bottles of water when the dog was rescued!!!!!!
Sooo, I wonder how this situation would have played out if he had call the police first? Might be a piece of self-protection.
