My yorkie is 4 months and we just recently switched from potty pads to outside. From all I read we were suppose to bring him to the same spot consistently. However, he was doing the same thing you're saying and not going. We put him on his lease and just walked down the block and within minutes he found a spot to mark! Now he usually goes in one or two spots that we go to right away. Maybe try taking him for a short walk where other dogs possibly have gone? This may trigger his want/need to go to the bathroom. Now, we only use the potty pads when we are at work during the day. He rarely uses them and typically waits until we get home and bring him outside to go. Good luck!!
