Aw, I'm sorry you're feeling bad about this. Dogs can be so random about who they bond to - I've seen it at the shelter where I volunteer so many times. Maybe she is just seeing your Mom as "alpha" or something...do you think that's part of it? Bc the submissive peeing makes me think of that. Maybe spend some time w/ Chloe doing some trick training...etc..?
