Probably you have all the answers you need, now, which seem to be of a similar cred i.e. do not buy this puppy.
But, in my opinion, papers do not guarantee the breed nor does lack of papers BUT a lot of other things are sending off red flags i.e. the price and her ATTITUDE re: your questions.
Any ethical breeder should WANT to answer questions by potential owners. I mean even if she said something like, "I recognize that not having papers means that people question origin BUT ..." and gave a good reason .. Then, that would be a different story.
I hope your mom finds the right puppy, soon! There are lots of GOOD breeders out there. Sadly, this doesn't sound like someone I would want to support in any way.
