Emilee did the same thing. Always went on her paper like a good girl, and then started going right on the edge or right beside it. I bought one of those plastic contraptions to hold the pee pad and now that it is "framed" she always goes right on the pad. No more going on the edges or beside it. I think I got it from JeffersPet or Fosters & Smith.
