A good waitress is still a good waitress even if she doesn't report every dime of her tips. So, I wouldn't condemn a rescue for a little fudge on the paper work now and then.  It's just those real greedy bastards that have made it into a paying hobby that have people so irked. They would be the illegitimate ones. 
I'll add, any rescue or shelter that gets an otherwise unwanted dog into a loving and caring home is ok in my book.  Keep up the good work LJ.
