She looks like a purebred yorkie, but as others have stated there are plenty of mixes who look like purebreds as well so there's no way to be sure unless she's had a DNA test done. Do you trust your breeder? If you have to question whether or not a puppy you're planning on buying is purebred then this may not be the puppy/breeder for you. I've only heard of dogs not having papers for a few reasons:

1) the parents were given limited registry and the breeder didn't have rights to register/breed

2) they're mixed and the AKC won't register them

3) the breeder is cutting corners cost wise and doesn't want to pay to register the litter (registering a litter is not expensive)

*there are other registries other than AKC that this breeder could have used
