A few years ago my skin got really sensitive, my clothes were making me itch like crazy. I'm also very sensitive to smells. Now I was my clothes with unscented and uncolored detergent and white vinegar, I don't use dryer sheets/balls/etc in the dryer. My clothes are soft and static isn't a problem. Clothes washed with fabric softener and dryer sheets make me gag now from the chemically perfume smell.

I've been hearing it for at least 10 years as a way to reduce static in human hair and I guess people just extended it to dogs.
