Yes, but, the old school opinion of collars being unsafe derives from chemicals in them, not the concept of a collar itself. In fact, permethrin is far more toxic than amitraz to mammals if you do your research. Most toxicity due to amitraz is due to misuse for example when a dog chews a collar which my dogs won't do.
I live in the northeast where the possibility of a tick borne illness is very high. It is for this reason that I want a very effective product that is the safest for my dogs specifically. I wouldn't consider Nexguard because it does not seem to repel ticks and they will usually attach before they are killed. I would rather not have ticks on the dogs at all but everyone has told me nothing is 100% effective. So I'll go with 90% and repelling ticks safely at a very affordable price. I just can't risk encephalitis from a tick borne infection in a dog already compromised as an epileptic or dogs that are elderly. If that means using a collar, then so be it. I'm also not a huge fan of new stuff -- people had high hopes for trifexxis and there were lots of issues supposedly. If it works for you, great, but I think people don't consider less expensive more effective options so that's why I posted on this thread.
