Yes, teething can cause both bad breath and teary eyes....so that sounds like what's happening. If the eye discharge worsens, gets thicker, turns greenish...then you need to get her in and checked for an eye infection.

The only thing you can really do is give her chews, which will help clean the surface a bit, will activate enzymes, and may help loose teeth come out.
