My thought was slow acting to give the dog time to return home before it died....that way, the Show area would perhaps not be suspected as the point of origin, and blame would fall on the owner of the dog back in the country they lived in....leaving the Show clear of any guilt and no panic over lax security.....potentially for repeated devious plans for FUTURE incidents......God I hope not.
