I think we got very lucky with our new addition. He growled a lot at passing dogs originally. I would softly say no, he would stop growling so I followed it up with praise after the dog encounter passed. He doesn't growl at passing dogs now. We're nearly at the 100% leash free phase, busy streets only. Depending on the weather, near daily walks, some days a dozen encounters with other dogs.
