This is EXACTLY the hundreds of thousands of people that scammers look for....she is THRILLED she has one "on the hook" and she is going to do anything she can to get more from you.

If you do NOT report her, you are actually aiding and abetting a criminal in her prusuit of criminal activity. There is NO DOG! NO puppy! Take that bleeding heart of yours and try to help the next "bleeding heart" this woman is going to scam.
