Do not be shy about this, this woman scammed you of your money! Do not let her guilt trip you! I think you are really hoping that this is not a scam and that there is really a puppy waiting for you No hon, you are being scammed. If she is not listening to you and giving you more bogus excuses go to the police!

At this point it doesn't sound like she will stop trying to scam you further because she knows your prone to this guilt tripping technique. Personally, I wouldn't even bother trying to negotiate this further. I would tell her I'm reporting her to the police and do so. Better safe than sorry!
