I get it - I do. Much as I love Yorkies, constant barking nearby would drive me CRAZY!!! You cannot sleep, rest or even enjoy your life living near a dog like that. And it's not the dog's fault - it's the owner's - but still - I couldn't stand to live in a condo next to a constantly or frequently barking dog. I'd make the owners of barking dogs move if they couldn't control their dogs, not ban Yorkies!
