Puppies need to eat more than twice a day, especially when they are as small as yours. Often free feeding (leaving kibble out all day) is recommended.
She might also just be settling into her new home. It is not that unusual for them to not eat as much the first few days.
I had to hand feed Max his first year. Yorkies can be challenging.
