I have always been told by people if ingested (meaning chewed on or eaten) that it is not safe. I would also think that since it gets on our hands just by touching it that I'm sure it gets on there paws and then if they lick there paws there still getting it in there mouth. Puppy pads are just safer and work better. I personally would not take the chance but that's me.
