Dotted paper is the paper you use for patternmaking. It looks like white butcher paper but thinner and had numbers and letters in squares 1" apart kind of like graph paper.

When I was in school, we had a store that sold fabric and other sewing stuff for really cheap. I was able to buy a whole roll of dotted paper for $10. Normally it would be several hundred dollars. That roll I hung up is still the same roll!
