She's just had major surgery so she is probably still recuperating from that and 9 months is still just a puppy. My Teddy is 15 months and everyone keeps telling me that he's still a puppy! He was trained in 2 weeks but I had him from 12 weeks. Even though I considered him 'trained', I never let him wander anywhere unsupervised and still took him to his pads every couple of hours. I think with patience and consistency you will train this baby with no problem. As others have suggested, make sure that she doesn't have any health problems and then continue to show her the proper spot to go when she needs to go. 9 months is def not too old to train - she's barely begun!
