Sounds like it is not an issue of having to go far. Not sure what to suggest. You could put him in an xpen with his bed and a pad until he improves.
Be sure to praise and reward for when he gets it right. My boys are 5 and 6 and we still praise profusely for using the pad. They also know how to milk it for extra kibble rewards.
